What ‘dynamic capabilities’ does the public sector need?

Addiction Economy Thought for Today - Very interesting work on Public Sector Capabilities.

Am just thinking about what policy processes are needed to help government's resist the influence and power of the Addiction Economy and put the public interest first.

Quite high level for me Rainer Kattel, I am a bit down in the weeds! But in terms of 'public sector dynamic capabilities' we would like to see:

* In 'sense making and connecting' greater capability and embedding of inclusion and transparency of process in how they are 'making sense of the environment' and the capability to meaningfully involve citizens as a matter of routine. How will they resource this, how this engagement be genuinely meaningful and how will citizens know the difference?

* How they learn and how they don't learn from the past. We seem to make the same mistakes over and over again in terms of lack of grip on the commercial determinants of such things as health policy. How is government orchestrating, shaping and driving policy, sometimes it doesn't seem too clear where the engine room is.

A bit above my head, but sparked an interesting direction for me anyway. Thanks!
